MEADOW ESTATES DEVELOPER Mark Scaggs’ plan to construct apartment units on land he owns on the southwest corner of Berta Road and Foxgrove Drive is opposed by subdivision residents. Scaggs has filed a petition with the village of Coal City to change the zoning from community commercial to high density multi-family.. The matter was the subject of a public hearing before the village’s Planning and Zoning Board on Monday and has been continued until Sept. 19.
