A little known state law put the brakes on a local raffle with a big prize, so to avoid a similar situation the village of Coal City has set in motion a plan to establish its own raffle rules.
Just hours before Morris’ Veterans of Foreign Wars Post 6049 was to draw the winner of a $1.6 million prize, the game was suspended. It had come to light the veterans organization needed a permit from the city, as required by state law.
